Well, they shouldn't do it by search on 120 different relays, simultaneously. There are more-likely and less-likely relays, where the event could be located. Always start from the user's stated relay preferences and fan out from there.
With Nostrudel, I am looking at theforest feed, I have theforest in the mailboxes and in the app relay list, and it looks on 120 relays to find responses to my notes... that are also on theforest.
