I don‘t think that there will be coming much more titles that will utilize the limit in the old way. Almost all coming multi titles are UE5 and that engine was build with upscaling in mind and both consoles are not capable of hitting 60 while the image quality is still worthwhile on that engine. They should just focus on 40 FPS with a cleaner image instead. So 1 mode not 2 which are both kind of weird atm.
