You’re absolutely right, but deploying land mines to someone else’s territory is an act of aggression already. Specifically Russia planted massive mine fields on Ukraine’s territory to - successfully - prevent Ukrainian counter-offensives, most notably in 2023. But here we are talking exclusively about Poland using land mines on Polish territory.
