They were clearly doing something nefarious since if they were just exploring old abandoned tunnels underneath their Syangogue then the cops wouldn't have raided them with such force and the jews wouldn't have run through said tunnel network to avoid them. If it was just a little urban spelunking gone too far there would have just been a knock on the door with a court order telling them to stop
