the problem is that only people with mental issues want to run a country. If you are smart you can make more money in the economy than in politics. That leaves the positions in the government to mostly failed personalities. There are of course exceptions, but they still get dragged down with their co-rulers.
Dictators also have mental issues, but at least they figured out how to make money with it.
