Nah, they don't want a civil war. They want to goad a few unstable idiots into thinking that they'll be lauded as heroes for kicking one off. Then they'll use the imaginary danger of this "insurrection" to crack down and install even more authoritarianism. They're trying to run the post-9/11 script again, but with internal enemies instead of foreign ones. If nobody steps up and gives them another Oklahoma City bombing, the FBI will find some hapless chumps and help them do it.
