If vital systems require POW and you have most of consensus on your side, you can stop someone from acting. An extreme example could be oxygen filtration. If you're not with the majority, then you're not getting your air filtered. The question then is to scale that example down and ask what existing systems would be effective to tether a POW system with to stop someone from acting?
