Unless I really misunderstood the OP thread, I don't think this is describing the same thing. The Twitter thread literally says its for ostracization of various bad people.

What your describing sounds cool if open and easy to opt in and out of. (Twitter and Youtube both do this in a closed secretive way, and it drives me crazy, and I don't know how much Twitter's algo sucks because this is just a terrible idea or because their incentive is engagement and this breaks what would otherwise be nice.)
