100,000 children in #Norway live in persistently low-income households. some parents can't afford warm clothes for the children to play outside in the wintertime.
we have child benefits in Norway but i'm wondering if the system is fair. currently, they are paid to all parents, no matter the income level.
the benefits were originally introduced to incentivise having children due to falling birth rates. but i don't think it's a deciding factor for high-income households and since low-income households could need a little help, maybe they should be needs-based?
