VA had (maybe has) a 'special rate' option that had set rates for specific times of day but not variable.
TX allowed people to buy at reseller rates (for freedum!) and some of them got absolutely burned during blackouts with 5 figure monthly power bills. (TX hates it's citizens mostly)
