It's common in the global distribution of myths for a divine figure to take on multiple names and roles. In dragon stories you sometimes see the dragon commanding thunder, or a thunder god slaying the dragon, but the essential components are there and we're talking about a higher level of ontology anyway, designators aren't necessarily as rigid, so it's not mutually exclusive.
