Not sure I'd always describe it as a high standard. Sweden partially split the market by making people get continued renewed short term contracts and long term contracts, the latter available more widely in the state/municipal sectors.
Every economy on the planet, including the other Nordics, recognize that people will need training and development to advance, and pay accordingly. Sweden intentionally hobbles people who aren't "perfect". Or "perfectly Swedish".
