Culturally I would say yes, but politically I would say no. In terms of the political viewpoint that term mostly harks back to the cold war era as far as whether a country was part of or aligned with the soviet union. Those that were aligned with the SU were part of the eastern bloc and those that weren't were part of the western bloc and part of NATO. Brazil like most of South America though kinda remained neutral from that standpoint (from my understanding at least).
