All events with a kind between 20000 and 30000 are ephemeral events. We already use them, all the time, for things like client authentication. You just need to make up an unused kind number and describe what is in the event and how relays should handle it, and then publish that as a spec, and see if you can get a relay dev to help you program an implementation.
