EU develops itself only about 70% of all kinds of weapons that are required to win a modern war. The rest 30% takes a LONG time to develop from scratch. E.g. patriot-like missiles. We don't have them at all in EU (we buy them from the US instead). But to develop our own from scratch, it's a huge undertaking. It will take years.
