I saw somewhere that removing the discount might be difficult and might result in a soft fork... Is it possible we could keep the same average block size of about 2MB and change the incentives so that witness data is at least as expensive as OP_RETURN? Why in the ass was witness data the thing chosen to be less expensive than other data by the way?? I guess if it was something else, that would have been exploited instead.
