It _seems_ likely that only one of the 4 voltage levels was actually popular in VGA's heyday, but the EDID standard doesn't hint at which one it might be. 0.7/-0.3V is listed first, but I don't think it's valid to assume that first == default, because if you interpret the rest of the block like that, it translates to "don't send my any sync pulses", which... that ain't right
