The lack of funding can be linked to the lack of respect for these needs and for people who work on them, though.
I still have pre-Red Hat memories of people at FOSDEM mocking me for trying to argue that kernel is not immune to the process and quality issues other projects have. And that people who are experienced in coding in C might not be the experts in topics of CI and development infrastructure and should start to listen more to people outside of their bubble.
