Sweden has a new law that mandates textile #recycling -- not just 2nd hand clothes, but recycling the fibres in a worn-out duvet cover etc. There is however no infrastructure for this. Nor any market demand for used textiles. We're in for a messy few years. But we did it with polyethene bottles 30 years ago.
