They really are though. The blockchain contains the named resources and a list of owners (keypairs). Those who control those keys can update the named resource (the IP or whatever it points to). When the named resource isn't paid for in x days, the person who comes along to buy it first at the highest value via a simple auction system (similar to current tx fee market) becomes the new owner for x days with options to renew (continue paying without auction period) before expiration.
Ethereum solved this like 10 years ago. Bitcoin is yet to catch up. For no reason.
