I don't think streaming sats need to be per minute but do need to be automatic and periodic.
The best use case for streaming sats is music podcast or live shows. If I'm listening to Homegrown Hits, I want to send small automatic payments so that every value split gets sats from me. I can't be expected to Boost every track that is played.
Sending a single Boost to a show doesn't work when the show is switching value blocks every few minutes.
