So here's a thing.
You live in a country where littering historically has been seen as a bad thing. However for various reasons, litter is not collected today and it is piling up.
Is it ethical or unethical to throw litter? It seems obvious that it is unethical, and yet the social norm appears to have changed so that littering has become normal.
So #ethics isn't just about social norms. And littering when everyone else is littering doesn't seem that bad.
