An interesting causal effect, too many applications for fewer jobs means less people having their application even considered creating a problem of futility in job searching which makes the process of mass application more appealing as the net has to be cast ever wider, even for jobs that you wouldn't qualify for as it has equal chance of being rejected as the jobs you do qualify for. Any job as long as it pays the bills, that's the level of desperation involved and desperate people will do things that are antithetical to their goals like mass applications because it feels like they have no better option.
