yes, latency is the reason... and i think you can reduce that a bit by telling bitcoind to use huge amounts of memory instead but idk which is more expensive, probably the memory
one thing to note though, once you have the db built you can just throw another on it and so long as it doesn't have to reindex it can run ok on slow devices like sub-100Mb/s
if i had hardware SSD caching on a raid array of like 4 or more spinning disks, i'd get a cheap 512Gb and use that, but it probably works out to cost the same now
