The debate about moderation approaches taken by Mastodon vs. Bluesky appears in part about where the locus of moderation control resides. Bluesky places the burden and choice almost entirely in the hands of the user whereas Mastodon does it at many levels -- the user, the instance, and (implicitly) the federated sub-network of connected instances. In this the flexibility of Mastodon's approach is nice, though it would be even better if a broader set of moderation tools (including the ability to publish and subscribe to moderation feeds) were available here, as we wrote in one of our papers:
