I don't feel they should get taxpayer money. They clearly have a political and cultural agenda to push, which is fine, but that should be done on their own dime, as every other media outlet does. The "1%" claim may be disingenuous, maybe, I don't know. If it truly is only 1%, then that can be made up in other ways, like every other media. If it's more than 1%, they will likely be barking loudly.
