There are other cold war-era networks like this around the capital region. One that may or may not be related is the network of a handful of AT&T "project offices", which are large bunkers (with helipads) on mountaintops from northern Maryland down to North Carolina. These (very secure) facilities, some of which remain active, were equipped with large "troposcatter" UHF communications antennas, suited for regional communication without the need for terrestrial relays or satellites.
