Why does zero delay in returning your ballot matter? Here's how mine is progressing. Mailed to me on 10/9 (I'm told). Didn't receive until 10/19. (Yep, I'm out of town, but that's still a long time.) Returned at an area hub with morning pickup on 10/21. As of this moment on 10/29, it's still drifting out there somewhere, not yet "received." Do. Not. Wait. Not a single moment that's avoidable.
