I think the argument goes like this: since FOSS code is not restricted, everyone can publish their own fork and choose to use libs/dependencies freely. You have an unrestricted vote in what code you run. The de facto standards are voted for by adoption.

This argument could be adapted to claim that sciense is democratic. But I agree that while I am convinced that free software and free sciense are both parts of a healthy society, it is just a seperate concept.
