but mostly, American industry struggles in comparison to other countries because they are poorer and can be paid less, or their people are less able to demand better working conditions or environmental protections. our best option with them is improving their situations, not locking them out forever to become desperate refugees or terrorists.
where policies are obviously unfair, negotiate with nuance.
