Definitely similar, but enough different purpose to justify a separate kind.

People might create private kind 30000 lists that are encrypted. For instance, I have a list of folks I know are local to me that is encrypted so as to not dox them. I would not want that list showing up, appearing empty except for my own npub, for someone who is onboarding to Nostr.

Similarly, I might keep a list of, I don't know... Nostr trolls, just for the sake of some entertainment. Yet, that doesn't mean I would recommend them as follows for a new user. Without a separate kind to differentiate what is intended as a list of recommended follows vs just a list for my own use, all of those lists would be displayed during an onboarding flow that used kind 30000 instead of follow packs.
