(4/4) Certainly not enough to weather an economic downturn. Even Brookings suggests that regular stimulus payments during economic crisis will be a thing in the future. Claudia Sahm (of the Sahm rule) went so far as to suggest that stimulus payments should be automatically triggered when the first uptick in unemployment is detected [3].
