Personally, I think this hospital should have told Trump and Musk to stick their Federal funding up their ass, and jacked up the prices charged to rich people for things like tummy tucks to pay for it. If it requires privilige to keep offering the lifesaving care, get that privilge by soaking those with unearned privilige. Imagine a rich FOX news TV host being told their facelift would carry a 15% surcharge to replace Federal funds denied because the hospital refuses to practice hate.
Would they turn away Muslims or Jews because Trump said treating them would mean loss of funding from the Reich?
This use of Federal funds and the threat to withdraw them as extortion is longstanding practice. Consider the 21 drinking age. Any state that wants to get rid of it can tell the feds to stuff their highway funding, warn that they will do zero maintainance on Interstates and the Feds can do that themselves, then repeal it. The Federal government can do nothing but keep their newly unwanted money. A long, long list of other things concerning both states and private institutions work exactly the same way.
