The Fediverse can only offer community safety insofar that safety is accessible.
If it's not accessible, then that community safety is simply the *illusion* of safety.
If joining a safe community is hard, how safe is it really?
Let's put it this way: if a ship is sinking, and the captain says, "To get to safety, you must swim 500m to a distant life raft" -- is that safety?
Maybe it's safety to people who can swim that distance, but it's not safety to everyone else.
