We haven't explicitly changed or disabled anything. If you're able to search hashtags when logged in (which should work - seems to work for me), that may be an interim solution.
As far as enabling Elasticsearch, it's something we've wanted to do for a while. Unfortunately it's not just a simple config option to enable. It requires a significant technical lift, and potentially adds cost to running the server.
