So *how* Ukraine is rebuilt is a huge issue, both where the money comes from, and how investment decisions are made. I'm worried that some in the West see this as a chance to make Ukraine into a libertarian paradise of free markets (and screw the locals)- the Heritage Foundation folks have been pretty brazen in advocating this, and that sort of disaster capitalism can easily win over legislators in DC and Brussels.
