Not all TVs could cope gracefully with either the out-of-spec signal levels, the resulting out-of-gamut colors or the non-standard 60Hz PAL, but many did.
The reason I ended up caring was that for Breakpoint, we ended up capturing (or at least trying to capture) video signals from all kinds of electronic devices as part of the "wild compo" (accepts demos on any HW) and Dreamcast was, by far, the _worst_ thing to capture with professional-grade equipment that expects, you know, compliant signals
