On the Plasma Mobile side, IIRC some paid people left, and the Plasma 6 transformation has had developers focussed on it. Looking only at apps in https://invent.kde.org/plasma-mobile may lead to a wrong impression, as many sub-projects were convergent apps and have been moved to other parts of KDE after https://plasma-mobile.org/2022/11/30/plasma-mobile-gear-22-11/.
