Okay, so...There are "people who are employed by the government"

and "people who are employed by a company that is contracted by the government"

Technically a contractor works "for the company" but often that company's only purpose is to get contracts from the government. So the employees of the company may erroneously say "I work for the government," which is "basically but not technically" correct. So if you really want to be pedantic, then no, a contractors doesn't "technically" work for the government, even though all their money and tasking comes from the government, with their company being a thin passthrough of management.
