Either hereditary dukes per province, with an elected emperor, or a royal family; they get full veto power on congress and executive decrees, but generally don't get too involved and mostly deal with diplomatic stuff and command the military safeguarding the constitution and tradition of the nation. Meanwhile the civilian elect government handles the day to day things, per province, and only really interacts with the monarchy when they fuck up enough for the king or a duke to veto their bullshit.

Every king or duke swears by the founding principles of the nation, and to put forward the interests of the core population above all else, or die trying.
