One could tell a historical story about the early Foundation deciding that radio isn't an anomaly ... it's just technology they didn't understand. With a theory of the electromagnetic spectrum, the mysterious pair of walkie talkies aren't anomalous at all.
Likewise some SCPs are likely just tech that's a bit beyond our scientific theory (this explains why the Foundation bothers to study SCPs at all)
