That's what I'm saying. The relays don't need to be big.
Most people only care about a handful of celebrities, and then whatever smaller communities they actively participate in.
There will be very large relays. But I'm willing to bet that those will be hosted by organizations, news outlets, telecom providers,,that can already afford to run them.
