It is hard to replicate the skill, and even more important the passion, that the original developer had for the work. In OSS the reality is that we depend on a large number of people thanklessly working on things they're very interested in. For example, the rust community could easily just fork these libraries, it doesn't require the rust project at all. I bet no fork happens.
