Apparently Zelensky the cokehead comedian knew about it and endorsed the plan but told the saboteurs to pull the pin when the CIA found out and told him to stop it.
This is almost certainly not the real story or the whole truth. The United States made a fuckton of money exporting LNG to Europe after Nordstream was blown up and the CIA are a force for evil.
The story is just meant to help normies who were still blaming Russia cope with their cognitive dissonance.
