The problem is centralization. Self-hosting a centralized server just means you have to compete with the bandwidth and DoS protections of big monopolistic companies on your own... good luck with that.
Therefore the only true solution can be utilizing a decentralized network infrastructure that distributes bandwidth requirements and provides redundancy to protect against DoS attacks.
Federalization is simply not good enough.
