I guess you're right, there will be some positive effect. And given the current zeitgeist, Biden is definitely a better choice than Trump who just wholesale denies climate change and would actively work to make it worse. Vote Biden!
However. Won't sau too little, too late, but it's definitely very little considering how very late it is.
