There may be some aspects of greenwashing, but putting restrictions on coal ash will, essentially, act as a tax on coal plants. This will raise the relative cost of coal, incentivizing its phaseout (amongst other health and environmental benefits that I certainly wouldn't discount).

So even if you are skeptical of its impact on CO2 and the climate, I don't think the negative framing makes much sense here.
