I have a ton of respect for Brett Callow and Allan Liska - both quoted here by Emsisoft as pro-banning ransomware payments, but I'm extremely skeptical that it would be successful.
Consider a few things:
1) The cost to deploy ransomware is extremely low. And there's little downside to infecting someone who doesn't pay. As long as enough people pay to sustain the crime, there's no incentive not to infect everybody.
