Telegram has e2e encrypted messaging but not by default. Telegram has a reputation for defending it's data against authorities, but that isn't nearly as good as e2e encryption by default.
I don't doubt, however, that people have been mistakenly assuming that Telegram is a privacy product. The biggest selling point I heard about it was that it was not owned by Facebook. It's a confidence game.
