Having animosity directed 'out there' at 'them' or 'that guy' is the best way for the Party to maintain mental control of its power base. This has been perfected in the two-party system--a perpetual power structure where liberation is always just around the corner but never arrives. Keeping the people riled up in a state of constant fear and hatred is key to the perpetuation of this system. Orwell illustrated this system in his book, 1984.
